Sent on 7/17/2013 5:16:39 PM

On July 15, 2013, at approximately 2:00 p.m., a Foothills District deputy responded to the 7000 block of North Asterion Lane reference an elder abuse case. The deputy was advised that the staff at Asterion Acres care home had information about an elder abuse incident that occurred at their facility. While on scene, the deputy gathered information that two certified caregivers of the facility were believed to be involved in misconduct while working with a patient. The deputy observed injuries to the patient and coordinated her transport to a local hospital. The patient in this case is a 93-year-old female and it is believed that the abuse had been occurring for a few weeks. The staff reported that two fellow employees separately, but on multiple occasions, had struck a patient with an open hand and fist, hit the same patient with a remote control unit and other objects. Additionally, the same patient was thrown onto her bed and into her wheelchair. The deputy was told that the two employees were taken off the schedule and currently not working at the facility. Sheriff’s detectives working elder abuse cases took over the investigation and worked together with the Arizona State Attorney General’s Office, Adult Protective Services, and the Arizona Department of Health Services to interview the suspect employees and ensure the remaining residents were evaluated. It was determined that the remaining residents were not harmed or in any danger and none of the other staff were involved in the abuse. On July 16, 2013, detectives were able to locate the first suspect and take him into custody. He was identified as 29-year-old Annuhar Jesus Ruiz and was booked into the Pima County Adult Detention Center. He was charged with four counts of Vulnerable Adult Abuse, class four felonies. On July 17, 2013, detectives located the second employee identified as 67-year-old Elisa Moreno. She was interviewed and subsequently arrested for five counts of Vulnerable Adult Abuse, class 4 felonies. She has been booked into the Pima County Adult Detention Center.
